Dr. Joe Phillips is a distinguished leader in the realm of education and technology, renowned for his impactful work in digital transformation, cybersecurity, leadership development, and educational technology. Currently serving as the Chief Information Officer for Broward County Public Schools, the sixth-largest school district in the U.S., Dr. Phillips oversees a vast array of responsibilities, including cybersecurity, infrastructure technology services, business intelligence, and digital transformation.
With a career that blends military discipline and educational innovation, Dr. Phillips initially served as an Army Officer, excelling in roles such as Chief of Human Resources, Chief of Information Technology, Chief of Staff and Commander for various Army Commands. His military tenure instilled in him a deep understanding of strategic planning and cybersecurity, skills that he later brought to the educational sector.
Dr. Phillips's transition to K-12 education began as the Manager of Technology Support Services for Park Hill School District. Here, he led the creation and implementation of their one-to-one and cybersecurity programs. His journey continued as CIO for Kansas City Public Schools and Volusia County Schools, where he significantly advanced their technology and cybersecurity landscapes.
In his current role at Broward County Schools, Dr. Phillips has spearheaded initiatives including a comprehensive digital transformation plan, a robust cybersecurity strategy, and vital improvements in board and committee relations. His work has earned him national recognition and accolades, such as being a finalist for Kansas City CIO of the Year, a nominee for the CoSN CTO of the Year, and a current finalist for South Florida CIO of the Year.
Dr. Phillips holds a bachelor's degree in Criminal Justice, a master's in Business and Organizational Security Management, and a Doctorate of Education in Educational Leadership.
